Firm Gets Licence to Build New Refinery in Rivers State

The Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) has issued a licence to construct (LTC) to Foster Petroleum Development Company Limited for a 30,000 barrels-per-day refinery to be built in Gokana, Rivers State.

The licence was presented by the Executive Director, Hydrocarbon Processing, Plants Installations and Transportation Infrastructure, Francis Ogaree, on behalf of the NMDPRA, the regulator said on Friday.

Ogaree said the regulator remains committed to supporting investments that expand Nigeria’s domestic refining capacity, strengthen energy security and boost economic growth.

When completed, the refinery is expected to produce petrol, diesel, dual purpose kerosene and fuel oil, increasing the supply of refined petroleum products in the country.

The project, the regulator said, aligns with efforts to scale up local refining infrastructure and deepen Nigeria’s petroleum value chain.
